Leak Adjustment Policy

HARPETH VALLEY UTILITIES DISTRICT

 

The complete copy of the District’s POLICY REGARDING ADJUSTMENTS OF WATER AND WASTEWATER USAGE CHARGES FOR LEAKS (the Policy) is controlling and should be reviewed by any customer requesting a leak adjustment.

Leak Adjustment Summary/Outline for policy effective date of March 1, 2018:

  • Request for adjustment from customer in writing (see the policy for required information)
  • Request must be received within 90 days from due date of bill
  • Up to two bills may be submitted if affected by one leak incident

Calculation Methods:

INSIDE LEAK:

Examples of leaks that may qualify for leak adjustment request: leak in commode, faucet, or hot water heater.

Two calculations performed and the adjustment that benefits the customer the most is used.

  1. 6 month average
    1. Previous 6 months consumption
    2. Remove the highest and lowest consumption months to determine an average
    3. Water billed through the tiers up to the average
    4. Consumption over the average billed at the lowest rate for consumption charged by District for water and wastewater
  2. 3 month average from same time period last year
    1. Use same month associated with leak from prior year and month before and after it to determine a 3 moth average
    2. Water billed through the tiers up to the average
    3. Consumption over the average billed at the lowest rate for consumption charged by District for water and wastewater

OUTSIDE LEAK:

Examples of leaks that may qualify for leak adjustment request:  leak in underground water service line between the meter and the exterior of a building, leak under a building from a service line.

Both INSIDE LEAKS and OUTSIDE LEAKS that qualify for a leak adjustment request will be calculated with the same methodology as set forth above under INSIDE LEAKS with the following exception:  any consumption above either the 6 month average or 3 month average consumption will not be charged unless outside leak is discharged to or otherwise enters the District’s collection system.

Examples of leaks that do not qualify for a leak adjustment request:  swimming pool filling, water used for pressure washing, faucets or hoses left running, leak in a swimming pool.
